There was no instruction about registering the number and title before publishing the book. The ISBN number was not recognized when the publisher asked for it. The only options were an $85.00 charge or the use of another number generated by the publisher which they own.

Everything is fine with ISBN services. Bookwire.com, however, leaves too much to be desired. They show scanty information on the web page - poor and lousy.
