My problem has to do with the fact that as the illustrator, the designer, and the PDF creator and upload person responsible for a book or file, I have no way to get help with processing problems or delays. I am responsible for setting up the book, and all other print and book related items for an author, but can't get an answer when there is a delay in processing. If I made a mistake, I want to know what it is.

Hi Daniel, the information about KDP and the Basic ISBN is located in the Basic ISBN product page and terms & conditions at checkout. Our Custom ISBN is a better choice and will work fine for a paperback on KDP.
