I have big hips (44inches) waist (30) and am quite short (5ft 5). I got a size 16 and they fit perfectly. Snug but not too tight!

I love this, but honestly it squeezes around the tummy/hip area in a shape I don't particularly love. It makes me look just a little puffy. Would be wonderful if it could fit straight on my torso instead of narrowing around the seams.
